1. Taxpayers' Dollars – please respond by March 2, 2023

Currently the AISD has the highest M&O rate of any ISD in Tarrant County. In February staff did a budget adjustment of close to $1 million to start planning for the paying recapture (“Robin Hood”). How fiscally responsible should the board be with taxpayers' dollars? How high of a priority should fiscal responsibility be? What are your suggestions to be more fiscally responsible?

One of the school board's main priorities is to appropriately allocate our taxes, depending on the School Board’s fiscal policy, in financing the AISD. As an AISD volunteer worker, one of the main complaints I hear is the need for more funds. One of my suggestions is to find a constructive way to reroute these funds back into our AISD schools, a “crusade for fiscal responsibility” (Perot, 1992).

2. Transgender – please respond by March 9, 2023

Which locker rooms/restrooms, etc., should transgender students be using? Should there be a District policy? Why or why not?

Restricting students to use only restrooms that are not consistent with their gender identity or segregating them from other students by requiring them to use gender-neutral or other specific restrooms singles those students out. It may make them fear for their physical safety. Bathroom restrictions can prevent students from using restrooms at school, leading to potentially serious physical injury or illness. (“Best Practices,” http://www.osha.gov)

Yes, there needs to be a District policy to include this new phenomenon. The best policies should include options currently used in many companies, including single-occupancy unisex facilities and multiple-occupant, gender-neutral restrooms (e.g., labeled family restrooms) with lockable single-occupant stalls (e.g., boy’s restrooms). (“Best Practices,” www.osha.gov)

3. Teachers' Salaries – please respond by March 16, 2023

Is having the highest teachers' salaries in the north Texas area a good thing? Why or why not?

Teachers earning high salaries for their work is “a good thing.” Teaching should be a lucrative career choice. For their work, they should be paid competitively, given good benefits, and good retirement benefits. In some school districts that cannot afford to raise teachers’ salaries, they offer four-day work weeks. Teaching can be psychologically exhausting and dreadful when dealing with disadvantaged and troubled children. As a volunteer in the AISD, I deal with young people for only a few hours and sometimes leave for the day emotionally drained.

4. Citizen Speakers – please respond by March 23, 2023

Currently citizen speakers are given a two minutes to make their points on a subject. Do you feel that is an appropriate amount of time? Why or why not?

t is appropriate for the board to establish reasonable rules governing the time limits for citizen speakers to make comments and presentations. It should be 2 minutes per point on an item. For example, if the citizen speaker has several points in response to addressing the board on a given item, then it should be limited to 2 minutes per point on the subject.

5. Communications – please respond by March 30, 2023

If you receive an e-mail from a constituent similar to the top of this webpage [ http://arlspectator.mysite.com/rich_text_83.html ], but concerning an AISD issue and/or problem, will you respond to the constituent? Why or why not? What actions will you take?

I will adhere to the principles of “Sunshine laws,” which are established to facilitate transparency between school boards and their constituents. Moreover, sunshine laws aim to ensure that the government and its entities behave and accomplish business ethically (https://www.diligent.com/insights/laws-compliance). (Government in the Sunshine Act | The First Amendment Encyclopedia (mtsu.edu)).

6. Issues – please respond by April 6, 2023

Other than selecting a new superintendent, what is the most important issue the board is currently facing? Why? What are your suggestions for addressing this issue?

The most critical issue the board has to deal with is “Sustaining the school finance system.” (aisd.net)

Why: to continue the recovery process from the impact of the cost of COVID-19, emergencies, and other recent natural disasters

Some suggestions:

Identify revenue resources to aid with sustaining the school’s finance system.

With the rise of charter schools, we should find ways to increase and retain public school attendance.

Identify ways not to continue to buy down the M&O rate. It is an essential revenue source for funding our schools. (aisd.net)
